California Proposition One 2024 Update. Proposition 1, a $6.38 billion bond to build permanent supportive housing and mental health. Senate bill 326, to change the existing mental health services act, which established a 1% personal income tax for those making more than $1 million per year.

Proposition 1 amended the mental health services act (mhsa), which was adopted with the approval of proposition 63. The measure needs a simple majority vote to pass.
